How to Verify a TC-W3 Claim on a Supplier’s Document

A genuine TC-W3 claim rests on licensing, not on the label. The National Marine Manufacturers Association (NMMA) certifies TC-W3 only after a prescribed test programme, and a buyer can check any specific claim directly against NMMA's own dated public register. A code that merely looks plausible proves nothing on its own.

What does a TC-W3 claim actually rest on?

TC-W3 covers two-stroke-cycle gasoline marine engine lubricants — outboard oils. NMMA does not take a marketer's word: an oil is licensed only after running the programme in its own Certification Test Manual for Two-Stroke-Cycle Gasoline Engine Lubricant, issued 30 July 1997 and revised five times since, most recently in June 2022.

That is the fork worth pausing on. Many performance lines on a spec sheet are self-declared by whoever printed them. TC-W3 is not.

The manual states its own purpose plainly: the tests evaluate lubricity, general performance, preignition tendencies, rust prevention, miscibility and fluidity, filterability, compatibility, and detergency and ring sticking. Named methods sit underneath that list — a modified ASTM D4863 for lubricity, a modified ASTM D4858 for preignition, and SAE J1536 for fluidity and miscibility, where the candidate oil must reach Category 3 or Category 4. The June 2022 revision removed the older AF-27 lubricity procedure, which tells you the programme is maintained rather than frozen.

Where can a buyer check it?

NMMA publishes the result of that licensing as a dated register, TC-W3 Registered Two-Stroke-Cycle Marine Oils, reachable from its TC-W3 certification page on nmma.org. Each row pairs a registration code with a product name and its manufacturer or licensee, so the register can be checked per product rather than only per company.

One caution belongs here, because it was measured rather than assumed. On the date this article was verified, that page carried the register in two forms — a table on the page itself and a downloadable PDF — both titled for the same year, and the two did not match: 137 registrations on the page against 157 in the PDF, each holding codes the other lacked. NMMA does not explain the difference, and this article will not guess at it. The consequence: check the register as the certification page presents it, confirm the specific product, and never assume a saved copy is complete.

Here is the finding worth remembering. The code always begins "RL", and that is close to the only constant. The shape varies across the register: hyphenated and unhyphenated (RL-14354X alongside RL00151F), five digits and six (RL05012F alongside RL-414211Y), and while most end in a letter, a few do not (RL50391).

So a well-formed code proves nothing by itself. The only real check is presence on the current dated list, matched to the actual product name.

What looks right but isn't?

Two traps sit next to each other. The first is format: because the codes come in several shapes, none looks more official than another, so a buyer cannot eyeball a code for validity.

The second is currency, and it is measurable. Comparing two consecutively published editions — the 2024 register against the 2025 one — shows 147 codes carried over, so registrations are clearly not reissued from scratch each year. But 25 codes on the earlier list are absent from the later one. A code that checked out last year is not evidence of anything this year.

Then the wording trap. A label reading "suitable for TC-W3 applications" or "meets TC-W3" is a self-description. It reads much like a genuine claim and costs nothing to print. What separates the two is whether the product appears on the current register.

What should a buyer ask for in writing?

Send the supplier four specific requests: the product name exactly as it should appear on the register, the RL registration code, which dated edition of the register it appears on, and which form of that register they read — the certification page's table or the PDF. Then check it yourself rather than accepting a screenshot.
